Gatsby or classic 1930 Model A Ford Bus new vehicles?

I am looking for a sub-contractor for this current project and any future opportunities.

My client represents a city as a transit consultant. His city does not want classic trolleys as every other city have the same vehicles and also, this city transit authority and city councilors do not like the look of road trolleys.

Following a successful presentation, there is the prospect of building six test vehicles. If these work out, the fleet of city busses on select routes will be replaced with "touristic buses".

This should give you an idea. I think if there is a way to have the same vehicle but 2 body styles, it might be better. ADA lift hidden type. As many seats as practical without losing the vintage look. Craftsman type woodwork in interior.
AC/HEAT, power steering, brakes...20 to 30 pax. Could be on a cab and chassis.

What is the design phase cost?
What is the cost, working dwgs?
What is the ROM estimate for one off vehicle?

What we request at this point is a photo and feature spread that completes the sell of the idea to the City itself. I need to give them a couple of "for instances" with some sort of price estimate. Later we will develop firm price based on design specifications.
